O’Neill and Associates Announces Four Promotions and a New Hire


BOSTON (June 18, 2025) – O’Neill and Associates, New England’s leading full-service government relations and public affairs firm, announced today the promotion of four team members and a new hire. Jamie Dunbar and Ben Josephson have been promoted from Senior Vice President to Executive Vice President, Jennifer Krowchun has been promoted from Vice President to Senior Vice President, Madeleine McCullom has been promoted from Senior Account Executive to Associate Director. The firm also announced the hiring of Luke Bellaud as Account Coordinator in the firm’s Washington, DC office.

As Executive Vice President, Jamie Dunbar will continue to serve clients in the firm’s government relations practice advising clients on both federal and state government relations focusing on business development, transit, energy and manufacturing. Representative clients include Ernst & Young, Workday, HDR, Helfrich Brothers, 3M and Covestro. He has many years of political experience including serving in the administration of Governor Paul Cellucci in various positions. In his new role as EVP, Jamie will also work on business development and marketing. Jamie serves as the Chairman of the Water Commission for the Town of Wilbraham and is on the Board of the Fairfield University Alumni Association, from which he graduated with a bachelor’s degree in communication. He resides in Wilbraham, MA.
As Executive Vice President, Ben Josephson will continue to serve clients in the firm’s government relations practice advising clients on federal, state and local legislative and regulatory processes. His clients have included Mohegan Sun, Total Wine & More, New England Gas Workers Alliance, McKesson and the Court Appointed Special Advocates (CASA). Ben remains actively involved in Connecticut policy and politics. Currently, Ben represents several corporate clients on issues before the Connecticut state and municipal governments. In his new role as EVP, Ben will focus on business development for the firm and lead our growing artificial intelligence practice to serve the firm and our clients. He has a bachelor’s degree in political science from the University of Rochester and resides in Newton, MA.

Senior Vice President, Jennifer Krowchun will continue to concentrate on federal matters related to transportation, healthcare, education, appropriations, regulatory affairs, reauthorizations, municipalities and nonprofits, and is recognized for her ability to build effective bipartisan coalitions, cultivate relationships with members of Congress and federal agencies, and develop strategies that translate shifting federal priorities into meaningful outcomes for clients.
She has advised clients including the Massachusetts Association of 766 Approved Private Schools, MBTA, Clear Ballot, IFAW, Point32Healthand Site 20/20. Jenn graduated cum laude from Emmanuel College with a bachelor’s degree in political science and global studies. Jenn was recently elected to the Emmanuel College Alumni Association Board of Directors (ECAABOD) as a Director-at-Large for the term 2026-2028. She is active on A Better City’s Transportation & Infrastructure Advisory Committee. In 2025, she was jointly appointed by her town’s Board of Selectmen and School Committee to serve on the School Committee to fill a vacancy and was elected to the three-year position in 2026. She lives with her family on the South Shore.

In her new role as Associate Director, Madeleine (Maddie) McCullom will continue to work with federal and state relations clients. An alumna of the O’Neill and Associates internship program, Madeleine graduated from American University with Bachelor of Arts degree in public affairs. Her final semester at American University was spent abroad in London, UK where she interned for Member of Parliament Sarah Olney. Madeleine resides in Washington, DC.

Luke Bellaud has joined O’Neill and Associates as an account coordinator in its federal government relations practice in its Washington, D.C. office. He assists the federal government relations team with a variety of services for the firm’s federal clients. He is an alumnus of O’Neill and Associates’ internship program where he assisted the federal government relations team by covering Congressional hearings and briefings, tracking federal appropriations and researching client funding opportunities. Prior to joining O’Neill and Associates, Luke gained valuable Congressional internship experience in the offices of Congressman Jim McGovern (D-MA) and Congresswoman Lori Trahan (D-MA) and with the House Science, Space and Technology Committee’s Democratic staff. Luke has a Bachelor of Arts degree in political science and international studies from Boston College. Originally from Westborough, MA, he now resides in Washington, D.C.
