FY24 Connecticut Appropriations Analysis

A significant majority of Sens. Blumenthal and Murphy’s requests were made through the Labor, Health and Human Services, Education and Transportation, Housing and Urban Development subcommittees. These two subcommittees accounted for nearly 75% of their submitted projects and 65% of the total funding requested.  Blumenthal and Murphy struggled to get the numbers they wanted, receiving less funding than in the previous year, despite submitting over $200 million more in requests.

Under their THUD requests, nearly all the money came through the Community Development Fund and Highway Infrastructure Improvements. New Haven was a big winner in both accounts, receiving $4 million for road repairs and $3 million for a new community center.


Congressman John Larson

Total Requested: 14 projects – $42.675 million

Total Funded: 13 projects – $10.8 million

Rep Larson’s requests were almost entirely under THUD—13 of his 14 requests were to the THUD subcommittee, all of which were approved, and his lone miss was the outlier under CJS. He largely submitted requests that focused on infrastructure and housing projects under the Economic Development Initiative account. Rep. Larson’s largest allocation went to the town of East Hartford, which will receive $2 million for a renovation project of an old post office building.

The CT DOT and the iQuilt partnership might take their successes with a grain of salt, as their respective requests for $10 million and $12 million were approved, but for a significantly reduced $500,000 and $1 million. These two projects alone account for the majority of the gap between Rep. Larson’s total requested amount and total funded amount.


Congressman Joe Courtney

Total Requested: 15 projects – $20.061 million

Total Funded: 11 projects – $7.67 million

Rep Courtney found a lot of success this cycle in his requests focused on Agriculture and funding for rural communities. In this section, he was approved for 6/6 requests and allotted $4.16 million of his requested $6.99 million. Rep. Courtney also did well in his THUD requests, receiving funding for road improvement across his district, such as $1 million in funding for both the towns of Essex and Enfield for improvements to their towns’ Main Streets.


Ranking Member of House Appropriations, Congresswoman Rosa DeLauro

Total Requested: 15 projects – $42.768 million

Total Funded: 12 projects – $12.72 million

As Ranking Member on House Appropriations, Rep. DeLauro did remarkably well with her THUD requests, where she had 10 separate projects approved for $1 million or more in funding. The majority of this success came under the Economic Development Initiative account, where DeLauro secured funding for 5 different youth community centers. The YMCA of North Middlesex County, Central CT Coast YMCA, Boys & Girls Club of Milford, Boys & Girls Club of Greater New Haven, and the Friends Center for Children all received $1 million more in funding.


Congressman Jim Himes

Total Requested: 15 projects – $51.197 million

Total Funded: 13 projects – $11.55 million

Rep. Himes had success in 13 of his 15 requests, with approvals spread between THUD and Interior, Environment, and Related Agencies. Himes did well in acquiring funding for water-related infrastructure requests, going 3 for 3 in his requests for projects under this category, like the Stamford Stormwater Infrastructure Improvements. Himes is slated to bring in money for Highway Improvements in Stamford and Fairfield, although Fairfield’s $850,000 falls well short of the $15 million request it had submitted. He also swung without missing on his Economic Development Initiatives, receiving approval on all 8, although once again seeing the numbers drop significantly on some of the projects (see the City of Bridgeport’s $5.5 million request, approved for $1.05 million).


Congresswoman Jahana Hayes

Total Requested: 15 projects – $51.365 million

Total Funded: 13 projects – $7 million

Rep. Hayes had a somewhat disappointing round at the appropriations table, requesting the highest total dollar amount of any of Connecticut’s 5 representatives while receiving the lowest total dollar amount of funding. The cause of this isn’t immediately clear, as she still saw 13 of her 15 requests approved for funding. Unfortunately for the Congresswoman, there’s a clear divide between which of her requests were fully or mostly funded and which requests saw dramatic reductions.

Rep. Hayes made 6 requests for projects that were $225,000 or less, all of which approved at their full amounts. These projects included $50,000 for drinking water improvements in Goshen and $100,000 for the Gathering Place Community Church to fund their food bank. On the other end of the spectrum, the Hayes made 6 requests that were over $4 million, including 2 projects that surpassed $10 million. 5 of these 6 were approved, but despite accounting for $47 million of her requests, they were approved for a combined $4.6 million. The City of Meriden’s $15 million request for their senior center received $850,000, while the Plymouth Water Pollution Control Authority will get $959,752 of the $12 million, they desired.
