Jenn Krowchun

Jenn Krowchun is a vice president in O’Neill and Associates’ federal government relations practice. With over 15 years of experience, Jenn has advised clients such as the American Academy for Addiction Psychiatry, Advent Technologies, Massachusetts Port Authority, MBTA, bioLytical Laboratories, Inc., North Atlantic Rail, Wellesley College, Regis College, UMass Amherst, Bay State Cruise Company, Flagstar Bank, Cape Cod Chamber of Commerce, Massachusetts Military Support Foundation, The Trustees of Reservations, Boston Ballet, Point32Health, and numerous cities and towns.

Concentrating on federal matters related to transportation, healthcare, education, appropriations, trade associations, and municipalities, Jenn works with clients to advance their lobbying objectives at the federal level and assists them in cultivating bipartisan relationships with members of Congress and staff to garner support for legislation and policy initiatives. Jenn works with clients to develop federal strategies and advances those goals through legislation and monitoring the shifting priorities of Congress to secure congressional advocacy and action by key stakeholders through coalition building. Jenn has in-depth knowledge of the appropriations process, federal funding and grants, and the synergies between the client’s objectives and the congressional calendar. She has a history of managing large and small scale bipartisan legislative and policy campaigns on behalf of clients and associations seeking legislative changes, funding, and major policy initiatives.

Highlights of Jenn’s work include:

  • Annually organize and support high level Hill meetings for client DC visits, such as for the Massachusetts Lodging Association, Cape & Islands Bridges Coalition, and Massachusetts Organization of Educational Collaboratives.
  • Counseled and facilitated federal strategy for the Massachusetts Port Authority’s successful pursuit of a $42 million US DOT Fast Lane grant in 2016-2017 as well as the successful pursuit of the Authority’s $20 million US DOT BUILD grant in 2019 and the successful award of $62 million of Airport Terminal Program funding for Logan Airport’s Terminal E Modernization in 2022.
  • Oversee the firm’s annual federal appropriations requests process for clients seeking Congressionally Directed Funding, assisting clients in securing more than $10 million over the last four fiscal cycles in an increasingly competitive process.

Prior to joining O’Neill and Associates, Jenn worked on political campaigns at the national, state and local levels, serving in advance, fundraising, and scheduling.

Jenn completed the American League of Lobbyists certificate program, is a graduate of the Women’s Leadership Program at the Boston Chamber of Commerce, is a current member and former board member of the bipartisan Massachusetts Women’s Political Caucus, a member of the New England Council Transportation and Healthcare Committees, and a member of A Better City’s Transportation & Infrastructure Advisory Committee.

Jenn graduated cum laude from Emmanuel College with a bachelor’s degree in both political science and global studies.
